Radon gas in Spanish homes: the invisible risk foreign buyers in Galicia, Extremadura and Castilla y León need to test for (2026 guide)

Spain has some of the highest indoor-radon readings in Europe — and since 2019 the law says something about it. If you are buying a granite-country property in A Coruña, Ourense, Cáceres, Salamanca or Ávila, testing costs €40 and mitigation costs less than a new kitchen. Not testing costs a lot more. Here is the map, the law, the test, the fix, and the negotiation.

You are viewing a stone farmhouse an hour inland from Santiago de Compostela. The walls are 60 cm of local granite, the well is under the lavadero off the kitchen, the ground floor is a bodega with a beaten-earth section still visible in one corner. The agent tells you the house has "great bones" and the price reflects the reforma it needs. Everything you can see is right.

You cannot see radon. Neither can the agent, the seller, or the previous owner who lived there for forty years. But if this house is in one of the granite belts that run through Galicia, western Castilla y León and northern Extremadura, there is a meaningful probability that the ground-floor air you are breathing during the viewing contains five to twenty times more radioactive radon-222 than the national reference level — a level Spanish law has, since 2019, formally recognised as high enough to require action.

Radon is the single most under-known health risk in Spanish property. It is invisible, odourless, sits mostly on the lowest floor of the house, and is the World Health Organization's number-two cause of lung cancer after tobacco, responsible for an estimated 1,500 lung-cancer deaths a year in Spain alone, most of them in non-smokers. It is also — and this is the point of this article — cheap and easy to test for, and almost always cheap to fix. Foreign buyers of village houses, rural cottages, converted pazos, granite-country new builds and any property with a partial basement in the affected regions should treat radon exactly like wildfire risk or flood risk: a €40 map check before the offer, a €60 test during due diligence, and a negotiated fix built into the arras if the number comes back high.

If step 1 comes back "municipality not classified", you can skip the rest for most modern coastal-strip apartments. If it comes back Zone I, you do not skip anything.

What radon actually is (in one paragraph)

Radon-222 is a naturally occurring radioactive noble gas released by the decay of uranium-238 in bedrock and soil. It seeps through cracks in slabs, gaps around service penetrations, unsealed sumps, and (uniquely to Spain) directly through porous granite foundations and walls. Outdoors it disperses instantly and matters to no one. Indoors — especially in the ground-floor rooms of well-sealed modern houses, and in the bodegas and sotanos of old rural houses — it accumulates. The problem is not chemical toxicity: it is that the alpha particles from its decay chain damage lung-tissue DNA and, over years of exposure, materially raise the odds of lung cancer.

The Spanish national reference level, aligned with the EU basic-safety-standards directive (2013/59/Euratom), is 300 Becquerels per cubic metre (Bq/m³) as an annual average. The WHO recommends action above 100 Bq/m³. Well-mitigated houses run below 50. Untreated basements in the worst-affected Galician granite areas can and do exceed 1,000 Bq/m³, occasionally 3,000+. The cancer-risk curve is linear with no threshold — every reduction matters, but the compliance line the market and the notary now recognise is 300.

Where in Spain radon actually matters

Radon exposure is not a national issue in Spain — it is a granite-belt issue. The Consejo de Seguridad Nuclear (CSN, the nuclear safety authority) published a formal municipal risk map in 2018 and updates it periodically. Municipalities are classified into three exposure zones based on the probability of exceeding the 300 Bq/m³ reference level in ground-floor rooms:

  • Zone I (highest, ≥10% probability of exceedance): most of Galicia (all four provinces, and especially A Coruña interior, Ourense and northern Pontevedra), the west of Castilla y León (Salamanca, Ávila, Zamora, western León), most of Cáceres province in Extremadura, the Sierra de Guadarrama and northwest of Madrid, and pockets of eastern Asturias.
  • Zone II (moderate, 1–10% probability): eastern Galicia, most of Extremadura outside western Cáceres, central-western Castilla y León, parts of the Sistema Central across Segovia and Madrid, some of the Sistema Ibérico, the granites of eastern Catalonia (Baix Empordà, La Selva, Guilleries) and small pockets of northeast Girona.
  • Zone III / unclassified (low): the Mediterranean coastal strip, the Ebro valley, most of Andalusia (except the Sierra Morena spine), the Balearics and most of the Canary Islands.

If a municipality is in Annex I or II of Royal Decree 732/2019 (the Spanish CTE HS-6 code — see below), you are in a zone where the law now formally recognises radon risk. Two rules of thumb worth remembering:

  1. Bedrock geology beats postcode. Two neighbouring villages can be in different zones if one sits on granite and the other on slate or sedimentary rock. Ask your surveyor.
  2. The house matters as much as the map. A ground-floor stone farmhouse with an unsealed earth-floor bodega in Zone I is a very different problem from a 4th-floor flat in Zone I. Radon collapses roughly by half for every floor you go up.

The law: RD 732/2019 and CTE HS-6

This is where Spain went from "radon is a personal choice" to "radon is a building code."

  • December 2019. Royal Decree 732/2019 amended the Código Técnico de la Edificación (CTE) — Spain's national building code — to add a new mandatory section: DB HS-6, Protection against radon exposure. It transposed the 2013 EU directive into Spanish law.
  • From June 2020. All new residential building permits and major reforms of ground-floor rooms in municipalities listed in Zones I and II must include a radon-protection design (a sealed slab or membrane, plus either a passive sub-slab drainage layer or an active depressurisation system, plus tighter sealing of service penetrations), documented in the project and evidenced in the Certificado Final de Obra.
  • 2022 onwards. The residual RD 1029/2022 workplace radiation code extended obligations to workplaces in Zone I and II, including short-let apartments where staff work regularly (cleaning teams, receptions).
  • 2024–2026 direction of travel. The revised EU Energy Performance of Buildings Directive (EPBD 2024/1275) and Spain's draft transposition put indoor-air-quality metrics — radon among them — on the agenda for the next round of Certificado de Eficiencia Energética (CEE) updates. A few autonomous communities (Galicia notably) have floated mandatory radon labelling for tourist rentals in Zone I. None has yet made it universal for private sales, but the trend is one-way.

The practical implication for buyers in 2026:

  • New builds and post-2020 reforms in Zone I / II should have HS-6 compliance in the paperwork. Ask for the proyecto de ejecución section on HS-6 and the Certificado Final de Obra line. If they cannot produce it, you have a live regulatory issue, not a theoretical one.
  • Older properties are not required to retrofit. But the market is starting to price the difference, and rental platforms are starting to ask. A pre-1980s stone house in Ourense with an untested basement is not disqualifying — but a tested and mitigated one is a stronger asset.

The test: what to actually do

The good news is that measuring radon is one of the cheapest pieces of due diligence in the entire Spanish buying process.

Passive detectors (SSNTD, most commonly CR-39 track-etch). Small plastic canisters the size of an ice-hockey puck. You order them online from a Spanish accredited lab (Laboratorio de Radón de la Universidad de Santiago de Compostela is the reference; several private labs across the north also do it). The lab posts them. You (or the caretaker, or the neighbour with the keys) put them on the ground floor of the house — one in the main living room, one in the primary bedroom, one in the basement if there is one — and leave them for a minimum of three months. You seal them into their envelopes at the end, post them back, and receive a laboratory-signed report about ten days later showing the average Bq/m³ concentration.

  • Cost: €30–€60 per detector, laboratory analysis included. Three detectors, a comfortable house: €120–€180 total.
  • Timing: Winter months (November–February) give the highest readings because houses are shut. That is what you want — you are testing the worst case, not the summer average.
  • Turnaround: ~110 days end-to-end. Which is why radon is on the "order at arras signing" list, not the "order after completion" list.

Continuous electronic monitors. €150–€400. Same physics, real-time reading over 48 hours to seven days. Faster, less precise for the annual average, useful when you have already completed and want to check whether a mitigation worked. Not a substitute for the 90-day passive test when you are still deciding whether to buy.

Professional testing services (empresa de medición de radón acreditada por el CSN). €300–€600 for a full-house measurement and a written report suitable for a notary or an insurer. Overkill for most private buyers; standard for institutional purchases and any commercial cambio de uso.

The fix: what mitigation actually looks like

If your test comes back high (say, 450 Bq/m³ in the bodega and 220 in the ground-floor sitting room), the range of interventions runs from "free" to "serious reforma line item" — but almost never to "deal-breaker".

  • Ventilation (€0–€500). Sometimes the cheapest fix is genuinely to open the ground-floor windows for 30 minutes a day, or install a VMC (mechanical ventilation) unit. Bringing outside air in dilutes radon fast. In a lightly-used holiday home in Zone I this alone can move a 400 Bq/m³ reading below 200.
  • Sealing the slab and service penetrations (€200–€1,500). Fill visible slab cracks with polyurethane sealant. Seal around pipes, drains, cable entries. Cover any exposed earth-floor section of the bodega with a polyethylene membrane and a screed layer. Two days of work for a mason.
  • Passive sub-slab depressurisation (€1,500–€3,500). A PVC pipe drilled through the slab into a gravel layer below, terminating in a vertical stack that vents above the roof. Draws radon-laden soil gas out through natural stack effect. Standard HS-6 solution for new builds; retrofittable in existing houses with a sound slab.
  • Active sub-slab depressurisation (€2,500–€5,500). Same as passive but with a low-wattage inline fan running continuously. The gold standard: reliably drops readings from four-digit numbers to two-digit ones. Fan runs on ~30 W continuously (about €40 a year in electricity). Design and install by a técnico especializado — this is not a DIY job.
  • Full reforma integration (marginal cost). If you were already going to lift the ground-floor slab as part of a wider reforma, radon-proofing membrane and drainage add €30–€60 per m² to the works — a small line item within a project already spending €800–€1,500 per m².

Post-mitigation you re-test. A properly designed active system moves nearly any Spanish domestic reading below 100 Bq/m³.

How to negotiate a radon finding into the price

This is where the article stops being about physics and starts being about euros.

You are between the arras signing and the escritura. Your 90-day test result lands on your lawyer's desk showing 620 Bq/m³ on the ground floor of the pazo you have agreed to buy for €340,000. You have three moves:

  1. Ask the seller to install the mitigation before completion. Cost is €2,500–€4,000 for an active sub-slab system. Result comes with a post-install test showing <100 Bq/m³. This is the cleanest outcome — you inherit a compliant house. Sellers occasionally agree, especially in slow markets or on properties already sitting on the portals.
  2. Discount the price by the mitigation cost. €3,000 off, you install it in month two of ownership. This is the most common outcome, and Spanish sellers usually accept it if the test is from an accredited lab. Add a clause to the arras addendum that price is reduced by the coste presupuestado of the works, evidenced by a specialist quote.
  3. Walk. The arras clauses you already have — see the arras contract guide — should give you an exit if the property has a "material defect not disclosed prior to signing". A confirmed reading above the legal reference level in a Zone I municipality where the seller did not disclose is arguably one. Your lawyer's call.

The trick, as always in Spanish property, is to have written the possibility into the arras before you signed it. A standard clause your lawyer can add reads roughly: "En caso de que el ensayo de radón realizado por laboratorio acreditado arroje una concentración superior a 300 Bq/m³ en cualquier estancia habitable de planta baja o inferior, la parte vendedora se compromete a ejecutar las medidas de mitigación necesarias a su cargo antes de la firma de escritura, o subsidiariamente a reducir el precio en el importe presupuestado por técnico especializado." Copy that to your lawyer.

What your surveyor and lawyer should actually be doing

  • Your perito / surveyor should include a radon-risk statement in the peritación for any Zone I or II property. It costs them nothing to add and it protects both of you. If they do not, ask — most Galician and Extremaduran surveyors will do it as standard in 2026.
  • Your lawyer should check whether the municipality is in Annex I or II of RD 732/2019 as part of the standard nota simple + urbanistic search. For any post-2020 new build in Zones I or II, they should confirm HS-6 compliance is documented in the Libro del Edificio.
  • Your gestor should keep the post-mitigation test result on file. If Spain eventually mandates radon disclosure on sale (as several EU member states have already done), a documented sub-100 Bq/m³ reading will materially help your resale.

The regions where this actually moves the price

Radon exposure is one of the pieces of due diligence that is genuinely region-specific. If you are buying:

  • In Galicia — anywhere. Do the test. Roughly 40% of tested Galician ground-floor rooms exceed 300 Bq/m³, one of the highest rates in Europe. Especially: old pazos, granite village houses in Ourense and interior A Coruña, converted casas de labranza, anything with a partial bodega.
  • In Extremadura — especially western Cáceres (the Las Hurdes, Sierra de Gata, Valle del Jerte). The granites of Cáceres are radon-active. See our Cáceres and Extremadura buying guide for the broader context.
  • In western Castilla y León — Salamanca province (Sierra de Francia, Béjar, Ledesma), Ávila (Sierra de Gredos foothills), Zamora and western León. Historic granite villages photograph beautifully; test them.
  • In the Sierra de Guadarrama — the granite spine crossing Madrid, Segovia and Ávila. Second homes north of San Lorenzo de El Escorial and around Cercedilla are commonly in Zone I or II.
  • In pockets of Catalonia — the granites of Baix Empordà, La Selva and Guilleries. Less well known and worth checking on the CSN map before you commit to a stone masia in one of these comarques. See our Catalan masia guide.

For a coastal apartment in Málaga, an off-plan in Alicante or a flat in central Valencia, the CSN map will typically show unclassified — one map check, done.
